Proposals, voting, the Foundation, and the Arbitration Council.

The Colabonate DAO (Decentralized Autonomous Organization) governs the protocol through on-chain proposals and voting. All COL token holders can participate. The DAO controls treasury funds, protocol upgrades, and the Arbitration Council composition.

The Foundation DAO is currently in bootstrap mode — see about/foundation for details.

Any L1+ user can create a proposal for DAO discussion. Voting is one-person-one-vote (1P1V) to prevent plutocracy. Proposals have a discussion period followed by a voting period. Approved proposals are executed by the Foundation automatically.

Search existing proposals before creating a new one to avoid duplication.

The Arbitration Council resolves disputes that cannot be settled directly. It operates in bootstrap mode initially (founding arbitrators) and transitions to elected representation as the DAO matures. Council rulings are binding and trigger escrow state transitions.

Disputes must go through Level 1 (cooling off) before escalating to the Council.

The Colabonate Foundation is the legal and operational entity behind the protocol. It executes DAO decisions, manages the treasury, and coordinates the Arbitration Council. It is bound by the Codex constitution and cannot act unilaterally.
